Forney Rec Center & Library Election
Frequently Asked Questions From Our Community.
-
The Forney City Council has placed Proposition A on the November ballot. It’s a bond referendum that, if approved, will provide $49.5 million to fund the construction of a YMCA-managed recreation center and city-run library.
-
After reviewing resident input and the proposed plan, the Forney City Council determined the issue should be placed before voters. The referendum gives Forney residents the opportunity to make the final decision.
-
The recreation center facility would allow the YMCA to offer programs they typically provide such as fitness classes, indoor sports, water aerobics, fitness and wellness programs, aquatics, camps, youth programs, and senior activities.
Ultimately, our residents and YMCA professionals would determine specific programs and amenities. To be clear, the bond funds will only provide the facility. The YMCA will be solely responsible for the programs it offers.
-
The proposed municipal library could provide reading materials, computers and technology, research resources, literacy programs, educational classes, study areas, and other learning opportunities. Programs could also include technology instruction and educational or community programs for seniors. As with the recreation center, the bonds will fund the facility while the day-to-day operations and programs will be paid for with funds from our general revenue.
-
If approved by voters, the referendum would authorize $49.5 million in general-obligation bonds paid for by property taxes. This is similar to bonds cities use for voter-approved capital works projects like roads, parks, and public safety equipment. The estimated tax-rate impact is approximately 8¢ per $100 of taxable property value.
-
For the recreation center, voter-approved bonds would fund the facility, not these programs. Program costs would be supported by the YMCA, community partners, grants, and other available funding sources, rather than bond funds. For the library, the bonds will fund the facility while the day-to-day operations and programs will be paid for with funds from our general revenue.
